Representing Indonesia, Assistant Professor of Defense Strategy Faculty attended The Seminar on Irregular Warfare/Hybrid Threats in Germany

Dr. Fauzia Gustarina Cempaka Timur, an Assistant Professor at the Asymmetric Warfare Study Program in Defense Strategy Faculty of the Republic of Indonesia Defense University, has recently attended the esteemed “Seminar on Irregular Warfare/Hybrid Threats (SIWHT)” organized by the George C. Marshall European Center for Security Studies. The international event occurred in Garmisch-Partenkirchen, Germany, from June 4 to June 21, 2024.

The SIWHT is a three-week intensive course designed to deepen the understanding of irregular warfare and hybrid threats. The Seminar analyzes a range of Irregular Warfare tactics including coercive economics, the use of proxy forces, cyberwarfare, disinformation operations, and “lawfare.” More importantly, using a Total Defense paradigm based on an inclusive whole-of-society approach, the Seminar introduces participants to a range of tools and analytical frameworks which will help countries to deter, defend against, and improve their resiliency against hybrid threats.

This year, the seminar brought together 86 participants from 62 countries, fostering a global dialogue on these critical issues. Dr. Fauzia Gustarina Cempaka Timur’s selection is particularly notable as she is the sole representative from Indonesia and the only female participant from all Southeast Asian countries.

During the seminar, Dr. Timur proposed her ideas on “The Impact of Strategic Competition on Irregular Warfare and Hybrid Threats Concepts” and during the discussion session, she presented her findings of “Indonesia’s Irregular Warfare and Hybrid Threats Vulnerability Assessment.” Her insights contributed significantly to the collective understanding and strategic discussions of the international security community.

Dr. Timur’s participation in SIWHT is expected to have far-reaching contributions. By gaining a deeper understanding of the latest concepts and strategies in irregular warfare and hybrid threats, she is well-equipped to bring back valuable knowledge and insights to Indonesia. Furthermore, Dr. Timur’s involvement fosters stronger international collaborations and partnerships, allowing Indonesia to benefit from shared experiences and best practices in addressing security challenges. Dr. Timur’s contributions will extend to her teaching and research at the Asymmetric Warfare Study Program in Defense Strategy Faculty, where she will be able to integrate her learnings into the curriculum, enriching the education of future defense leaders of Indonesia.
